SBP Dolphins NON-BPRA MEMBER Swimmer Policy

adopted 2025, amended 2026

This policy applies to NON-BPRA MEMBER swimmers. A BPRA MEMBER swimmer is defined as a swimmer whose household is subject to paying the Bel Pre Recreational Association (BPRA) Annual Dues as required by the BPRA governing documents, including, but not limited to, the Annual Dues Collection Policy. A NON-BPRA MEMBER swimmer is defined as a swimmer whose household is not subject to the BPRA governing documents and is not required to pay the BPRA Annual Dues.

To join the SBP Dolphins Swim Team as a NON-BPRA MEMBER:

  1. The swimmer must be able to swim one length of the pool (25 meters) unassisted.
  2. The swimmer must have a close nexus to the SBP neighborhood, as defined below.
  3. The swimmer must receive approval by the SBP Dolphins Board of Directors.

A close nexus to the SBP neighborhood is defined as one or more of the following:

  • The swimmer is a returning member of the SBP Dolphins.
  • A close relative of the swimmer is a Bel Pre Recreational Association (BPRA) member, i.e. a BPRA MEMBER, as defined above. (“Close relative” means parent, step-parent, or grandparent.)
  • The swimmer belongs to the Cub Scout Pack or Scout Troop sponsored by the SBP Civic Association (Cub Scout Pack 763, Scout Troop 763.)
  • The swimmer is/was employed as a lifeguard at the Strathmore Bel Pre pool.

Attendance at Bel Pre Elementary School or Strathmore Elementary School is not, by itself, a close nexus to the SBP neighborhood.

To join the SBP Dolphins as a NON-BPRA MEMBER, the swimmer or swimmer’s parents will need to submit a request for registration to the SBP Dolphins Board of Directors. The request must include the requestor’s name, address, and phone number; the swimmer’s name(s) and age(s); the requestor’s close nexus to the SBP neighborhood; and how the requestor learned about the Dolphins. The Board will review requests and respond as appropriate. Regardless of a requestor’s close nexus, the SBP Dolphins Board of Directors reserve the right to decline membership requests to NON-BPRA MEMBER swimmers based on capacity, team competitive needs, and staffing.

A NON-BPRA MEMBER swim team membership is NOT equivalent to pool membership. Access to the SBP pool as a NON-BPRA MEMBER swim team member will be limited to practices, meets and other team events. A NON-BPRA MEMBER swimmer who attends a practice during normal pool operating hours is entitled to use the pool on a recreational basis before or after their designated practice time during the time period that swim team practices are being held, so long as their Dolphins’ membership is current. This courtesy does not apply to the NON-BPRA MEMBER swimmer’s family members unless they also have NON-BPRA MEMBER swim team membership. Family members or guardians of a NON-BPRA MEMBER swimmer are not entitled to enter the pool, but are otherwise permitted to be on the premises and use the facilities (bathroom, pavilion, snack bar, etc.) while the NON-BPRA MEMBER swimmer is using the premises.

The SBP Dolphins Board of Directors reserve the right to modify this policy in the future. Current policies will be published on the SBP Dolphins website (currently www.sbpdolphins.swimtopia.com). In the absence of an updated policy by the beginning of team registration, the previous year’s policy will stay in force.

All swim team members, whether BPRA MEMBER or NON-BPRA MEMBER, must follow the BPRA pool rules as outlined in the BPRA Recreational Facilities Policy. In addition, all swim team members, whether BPRA MEMBER or NON-BPRA MEMBER, will be expected to volunteer their time in support of the team.
